All fines must be paid within ten (10) days of the issue date of the ticket. Unpaid student fines will be charged against the student’s account at the Office of Student Accounts and University Receivables, and will constitute grounds for withholding grades, transcripts and diplomas, and / or denial of registration until settled.

                Faculty / staff who owe past-due parking fines will not be issued parking permits.

                Vehicles parked on University-owned or University-controlled property may be towed at the owner’s expense, even if legally parked at the time when:

  1. There are three (3) or more unpaid tickets against the vehicle and / or there is evidence of repeated disregard of parking regulations.
  2. The vehicle is blocking free flow of traffic.
  3. The vehicle is parked in a “posted” zone, such as disability, tow-away, official use only, etc.; or
  4. The vehicle is in violation of Ohio Motor Vehicle Laws, ORC Section 4511, i.e. expired plates, failure to display both front and rear (Ohio) plates, etc.
  5. The vehicle is creating a possible hazard, such as gas or oil leaks. The owners of these towed vehicles will be responsible for the towing charge as well as storage charges, and will not be permitted to park on campus until proof of repair has been submitted to the Parking Office.

 

APPEALS

The right to appeal a traffic violation must be exercised in accordance with the following procedures. Those wishing to contest a parking violation must file a written appeal on the prescribed appeal form or online at http://ysu.edu/parking/. Letters and notes written on tickets are unacceptable. Appeals must be filed within five (5) working days of the issue date of the ticket. Appeals will not be accepted after the allowed period of time. Appeal forms are available at:

                Parking Services, Smith Hall

                Kilcawley Center, Info Lab

                YSU Police Station, Fifth and Wood St.

An appellant wishing to have the decision of the first level appeal reviewed may do so by filing for a second level appeal through Parking Services. The second level appeal must be filed on the appropriate form within five (5) working days of decision date of the first level appeal. An appointment with The Director of Support Services will be made and the decision will be final and binding.  The decision may be to sustain the fine, lower the fine, or dismiss the fine altogether.

If the fine is sustained, the appellant will have ten (10) calendar days to pay the fine.
